In 1985, he graduated from the sugar school in Braunschweig to further his education in the field of sugar production. In 1987, he joined the works council at the Rain factory and became its chairman in 1994.

In 2002, he moved to the general works council and became a member of the Südzucker supervisory board. In 2013, he ended his professional career at Südzucker. Fischer shaped co-determination at Südzucker, accompanied factory closures, the integration of East German factories, and the establishment of the European works council. His career reflects his rise from apprentice to influential employee representative and accompanies the development of Südzucker to Europe's largest sugar manufacturer.
